This study examined the implementation of the PIA, a significant legislative achievement in Nigeria's oil and gas sector, marking the culmination of nearly twenty years of legislative efforts to reform the country's hydrocarbon governance framework (Imoisi et al., 2023). The Act's transformative potential lies in its comprehensive approach to sector governance, introducing innovative mechanisms such as the Host Community Development Trust, enhancing environmental compliance requirements, and establishing clearer frameworks for petroleum
operations licensing and taxation (Dokpesi & Godwin, 2024). A descriptive survey researchdesign was employed. Two hypotheses were formulated to guide the study. The research involved 250 respondents, comprising professionals, policymakers, and community leaders involved in the sector, whose exact number was unknown. Respondents were selected using a sample size determination formula for unknown populations. A structured questionnaire titled "Institutional Leadership Challenges in PIA Implementation and Property Rights Issues in Nigeria's Oil and Gas Sector Questionnaire (ILCPIAIPRINOGSQ)" was used for data collection. The instrument's reliability was tested using Cronbach's Alpha, resulting in a coefficient of 0.83.
Data were analysed using descriptive statistics, such as mean and standard deviation, to address the research questions. Inferential statistics, specifically independent t-tests, were employed to test the hypotheses at a 0.05 level of significance, using SPSS Version 27.0.
